Edmon O. Born and raised in a modest household in Delfin Albano, Isabela, Edmon was given the opportunity to pursue higher education through the Working Scholars Program at USLT. By day, he studied diligently, immersing himself in the rigors of civil engineering coursework. By night, he cleaned classrooms, swept floors, and performed custodial duties across the campus. It was during these quiet evenings, after the halls emptied and the lights dimmed, that Edmon learned the value of sacrifice, discipline, and silent dedication. These lessons, though not found in textbooks, became the bedrock of his career.
Despite the financial and physical challenges, Edmon graduated with a Bachelor of Science in Civil Engineering in 2006 and earned his license from the Philippine Regulatory Board. His early exposure to community projects during college, especially those focused on sanitation, public health, and small-scale infrastructure, sparked a lifelong commitment to serving marginalized communities through engineering.
His journey led him to American Samoa, where he now serves as Engineer II at the American Samoa Power Authority (ASPA). Over the years, Edmon has led numerous large-scale, federally funded infrastructure projects. Notable among these is the $13.3 million Eastside Villages Wastewater Collection System Phase I, which he completed six months ahead of schedule, saving nearly $900,000 in costs and transforming the environmental health of the region.
He also spearheaded the design and construction of the $8.7 million Fagaima Water Filtration and Treatment Plant, resolving a decade-long Boil Water Notice affecting 35% of the island’s population, and the $3.3 million Pavaiai to Futiga Water Line Upgrade, which reduced non-revenue water by 90%. In every project, Edmon’s approach is marked by technical excellence, community engagement, and ethical leadership, values first cultivated at USLT.
He is a Project Management Professional (PMP), Certified Six Sigma Black Belt (CSBB), and a Professional Engineer (PE) registered in Nevada.
