The University of Saint Louis Tuguegarao (USLT) proudly congratulates its alumni, Engr. Steffan Dale Dean Martensen and Engr. Jolan Baccay Sy, for successfully passing the Technical Evaluation for the Upgrading as Professional Electronics Engineers (PECE) conducted in April and May 2025.
Martensen earned his Bachelor of Science in Electronics Engineering in 2016 and completed his Master of Engineering in 2022. Sy is also a graduate of the same undergraduate program, completed a Master of Engineering in 2005, and most recently obtained a Doctor of Engineering Management in 2025.
Both Martensen and Sy are among the 57 examinees who successfully passed the rigorous Technical Evaluation, a formal assessment process conducted by the Professional Regulation Commission to determine the readiness and qualification of Registered Electronics Engineers (RECE) seeking to attain the Professional Electronics Engineer (PECE) status in the Philippines.
This prestigious recognition is awarded to engineers who demonstrate extensive technical expertise, leadership in project implementation, and meaningful contributions to the advancement of the profession.
USLT celebrates the success of Dean and Sy as a proud reflection of its continuing mission to form technically competent and ethically grounded professionals. Their achievements serve as an inspiration to the Louisian engineering community and affirm the university’s strong foundation in academic and professional excellence.
