USLT gathers regional partners for multi-stakeholder consultation toward new strategic development plan

The University of Saint Louis Tuguegarao (USLT) convened a multi-stakeholder consultation on December 10, 2025, at the Bulwagang Teodulfo Domingo as part of its continuing efforts toward the formulation of the university’s new strategic development plan.


The said consultation assembled the university management team and government agencies in the region to ensure that the institution’s future direction remains responsive to regional realities and aligned with national development thrusts.


In her welcome remarks, Dr. Luisa B. Aquino, Vice President for Academics, emphasized the significance of the consultation within the university’s long-term development agenda. She explained that the activity is one of the components of the five-year development planning process. This process includes conducting a strategic planning survey, a multi-stakeholder consultation, evaluating the five-year Institutional Development Plan, a comprehensive SWOT analysis, and a visioning workshop with strategy formulation. Dr. Aquino noted that these interconnected activities are designed to generate data-driven insights that will guide the university’s academic and institutional priorities.


University President Rev. Fr. Macwayne N. Maniwang, CICM, Ph.D., delivered a message that highlighted the broader relevance of the university’s mission. He shared that the university’s mission resonates beyond the local context and holds national significance. He encouraged stakeholders to take part actively in the discussions, emphasizing that their perspectives are essential in shaping a Strategic Development Plan that is responsive, relevant, and mission-centered.


The consultation was further enriched by the presentation of the government agencies’ agenda and priorities. These included the Commission on Higher Education (CHED R02), the Department of Information and Communications Technology (DICT R02), the Department of Trade and Industry (DTI R02), the Department of Education (DepEd R02), the Department of Economy, Planning, and Development (DEPDev R02), the Provincial Government of Cagayan, and the Office of the City Mayor of Tuguegarao.


Through the multi-stakeholder consultation, the university reaffirmed its role as a proactive partner in regional and national development. The insights generated during the activity will serve as a vital foundation in crafting a Strategic Development Plan that is anchored on the university’s mission, informed by stakeholder engagement, and oriented toward a sustainable future.
