USLT conducts seminar on Anti-Sexual Harassment Act, Safe Spaces Act

The University of Saint Louis Tuguegarao (USLT) held a seminar on Upholding Respect: Understanding the Anti-Sexual Harassment and Safe Spaces Act in the afternoon of December 5, 2025, at the James Ter Meer Gymnasium. The activity gathered university employees for an in-depth discussion on laws that promote respect, safety, and dignity in the workplace.


At the outset, the program formally opened with remarks from Dr. Marie Rose P. Mora, Vice President for Administration, who underscored the importance of awareness and collective responsibility in fostering a respectful and safe academic environment.


Following the remarks, the seminar featured two resource speakers from the University of Cagayan Valley (UCV) College of Law. Atty. Mila Catabay-Lauigan, professor at the UCV College of Law, delivered a lecture on the Anti-Sexual Harassment Act, providing an overview of its key provisions, covered acts, and the responsibilities of institutions in addressing harassment-related concerns.


Meanwhile, Atty. Maria Milagros N. Fernan-Cayosa, Dean of the UCV College of Law, discussed the Safe Spaces Act. Her talk focused on the scope of the law, prohibited acts in public and work-related spaces, and the role of organizations in ensuring inclusive and secure environments for all.


In line with broader institutional and global commitments, the activity aligned with the United Nations Sustainable Development Goals (SDG), particularly SDG 5: Gender Equality and SDG 16: Peace, Justice, and Strong Institutions, as it promoted safe, inclusive, and harassment-free environments within the workplace through legal awareness and institutional accountability.


Overall, the seminar served as a platform to strengthen institutional understanding of national laws on sexual harassment and safe spaces, reinforcing the university’s commitment to respect, accountability, and employee welfare.
