The Department of Science and Technology – Cagayan Valley Region (DOST-Cagayan Valley) brought the 2026 Cagayan Valley Regional Science, Technology, and Innovation Week (RSTW) to the University of Saint Louis Tuguegarao (USLT) for its Day 1 afternoon session on September 9, 2026, at the Bulwagang Teodulfo Domingo.
The session featured the CVHRDC: Proposal Packaging Training for ICT Application on Health, a capacity-building activity designed to help health researchers and institutions develop well-structured research and development proposals using information and communications technology (ICT).
Rev. Fr. Macwayne N. Maniwang, CICM, PhD, University President, warmly welcomed the participants, while Dr. Julius T. Capili, Executive Director of the Cagayan Valley Health Research and Development Consortium (CVHRDC), delivered the opening message.
Significantly, Dr. Arnel C. Fajardo, Professor of Isabela State University, facilitated the afternoon’s learning sessions. Participants explored the Digital Health Landscape and Emerging ICT Innovations in Healthcare (Session 1), From Health Problems to ICT-Based Research Opportunities (Session 2), and From Research Idea to Concept Proposal: Essential Elements of an ICT-Based Health Research Proposal (Session 3).
Additionally, the participants also took part in a workshop on Team Formation, Problem Identification, and Concept Ideation, where they began developing ICT-based research concepts addressing health-related concerns.
Overall, the training is designed to strengthen participants’ ability to develop research proposals that use ICT to respond to healthcare needs and contribute to the region’s health research and innovation efforts. The activity supports Sustainable Development Goal 3: Good Health and Well-Being and Sustainable Development Goal 17: Partnerships for the Goals by promoting ICT-based research and solutions that respond to healthcare needs while strengthening collaboration among government agencies, academic institutions, researchers, and other stakeholders.
