USLT seals MoA with British IELTS Council, boosts International Testing and Academic Partnerships

In its continuing commitment to internationalization and academic excellence, the University of Saint Louis Tuguegarao (USLT) formalized a partnership with the British IELTS Council through a ceremonial Memorandum of Agreement (MoA) signing held on June 16, 2025, at the university’s Sacred Heart Boardroom.


The British Council is a UK-based organization that promotes cultural relations and educational opportunities. It is one of the official co-owners and administrators of the IELTS (International English Language Testing System) exam, along with IDP and Cambridge.


Mr. Mike Cabigon, Exams Business Development Manager, provided a comprehensive introduction of the British IELTS Council, clarifying that the partnership is not limited to testing services, but may also include the future accommodation of UK-based foreign students. He also elaborated on the key provisions of the agreement and the mutual benefits of the collaboration.


In response, Rev. Fr. Macwayne N. Maniwang, CICM, PhD, the university president, and Dr. Anjanette F. Batulan, the GPE Director, expressed gratitude and echoed the university’s appreciation. Dr. Luisa B. Aquino, the Vice President for Academics, also shared her optimism for a long-term partnership with British IELTS Council. Mr. Cabigon acknowledged all remarks and reaffirmed the British IELTS Council’s openness to collaborative growth.


This alliance not only strengthens USLT’s role as a hub for global education and testing, but also reaffirms its dedication to providing Louisian students and stakeholders with access to international opportunities and standards.
