<p class="wp-block-paragraph">The University of Saint Louis Tuguegarao (USLT) Criminology department secured the championship title in the Silent Drill Competition during the Regional Annual Administrative and Tactical Inspection (RAATI) held on March 27, 2026, at Cagayan State University – Andrews Campus.</p>

<p class="wp-block-paragraph">The competition gathered schools with activated ROTC units across Region II, showcasing precision, discipline, teamwork, and military bearing through synchronized drill performances. Representing USLT were first- and second-year Criminology students, whose outstanding execution and dedication earned them the top distinction among participating institutions.</p>

<p class="wp-block-paragraph">Moving forward with its steadfast commitment to sustainable community transformation, the University of Saint Louis Tuguegarao (USLT), through the Community Engagement and CICM Advocacies (CECA) office, formalized a strategic alliance with the Department of Social Welfare and Development (DSWD) Region II. The partnership was officially sealed during a formal Memorandum of Agreement (MOA) Signing Ceremony held on June 10, 2026, at the Sacred Heart Board Room.</p>



<hr class="wp-block-separator has-alpha-channel-opacity" />



<p class="wp-block-paragraph">The primary objective of this landmark agreement is to fortify the collaborative framework between the two institutions, synergizing their respective expertise toward comprehensive and sustainable community development across the region. By integrating DSWD&#8217;s social welfare mechanisms with USLT’s institutional resources and extension programs, the partnership aims to accelerate grassroots development. This collaborative blueprint is intentionally designed to align regional growth milestones with the core values of the Congregatio Immaculati Cordis Mariae (CICM) and the United Nations Sustainable Development Goals (SDGs), ensuring inclusive, equitable, and values-driven societal progress.</p>

<p class="wp-block-paragraph">The ceremonial signing was spearheaded by top executive leadership from both organizations, led by USLT President Rev. Fr. Macwayne N. Maniwang, CICM, Ph.D., and DSWD Regional Director Lucia S. Alan. Joining them to witness the high-level collaboration were USLT administrative officials, including Dr. Luisa B. Aquino (Vice President for Academics) and Dr. Celso L. Tuddao (Vice President for Finance), alongside DSWD Regional Executive Assistant Stanley M. Donato.</p>

<p class="wp-block-paragraph">The institutional implementation of the agreement will be closely managed by USLT&#8217;s community development arms, represented by Ms. Lily Ann B. Dela Cruz, MSIT (OIC Director, CECA), Dr. Anjanette F. Batulan (Director, GloCal Partnerships and Engagement), and Mr. Cirilo R. Parallag, Jr. (Dean of Student Affairs and Services). Key project executions will be driven at the school levels by CECA Coordinators Dr. Alvic B. Torres (SECAP), Ms. Roselyn N. Lemi, MBA (SABH), and Engr. Marvin S. Silva (SACE). DSWD&#8217;s operational deployment will be supported by Ms. Rusher Tatyana Guzman (IPDO &#8211; NGA), Mr. Sonny Jim Sali (IPDO &#8211; CSO), Ms. Mitchie Grace Guyagoy (4Ps Information Officer), and Mr. Freddie M. Pintucan. Together, both institutions maintain a resilient partnership dedicated to advancing regional development milestones that bridge academic resources with civic excellence.</p>

<p class="wp-block-paragraph">Students were greeted with an energetic welcome at the campus entrance as the rhythmic beats of drums and lively performances created a festive atmosphere, setting a positive tone for the first day of classes. The program gathered learners, parents, faculty members, and school administrators in a celebration of the new school year.</p>

<p class="wp-block-paragraph">One of the highlights of the opening program was the introduction of the university and school officials, allowing learners to become acquainted with the administrators who will help guide them throughout their educational journey. <p class="wp-block-paragraph">The motorcade paraded along the streets of Tuguegarao City, showcasing the excellence and dedication of Louisians who successfully hurdled their respective licensure examinations. Board exam passers, faculty members, administrators, staff, students, and other members of the Louisian community participated in the activity, which served as a public recognition of the university&#8217;s continuing academic accomplishments.</p>

According to the official appointment letter received on June 4, 2026, her two-year term runs from May 2026 through May 2028.</p>

<p class="wp-block-paragraph">The first session was delivered by Mr. Feliciano R. Orihuela, Jr., JD, Regional Branch Director of RCMB II, who discussed the Administrative Investigation Process. His presentation highlighted the procedures and principles involved in conducting fair and impartial administrative investigations within organizations.</p>

<p class="wp-block-paragraph">Subsequently, the second session focused on Grievance Machinery and was facilitated by Mr. Olisen L. Dizon, MBA, Supervising Labor and Employment Officer. He discussed the importance of establishing effective grievance mechanisms that provide employees with appropriate avenues to raise and resolve workplace concerns.</p>

<p class="wp-block-paragraph">To cap off the presentations, Mr. Mark Kelvin O. Evangelista, Senior Labor and Employment Officer, discussed Labor-Management Cooperation. The discussion emphasized the significance of fostering collaboration between management and employees in creating a productive, responsive, and harmonious work environment.</p>

<p class="wp-block-paragraph">The seminar concluded with an open forum, which served as a meaningful venue for participants to raise questions, share insights, and engage in productive discussions with the resource speakers. The active participation of the attendees reflected their commitment to strengthening workplace relations and promoting a culture of cooperation and mutual understanding within the institution.</p>

<p class="wp-block-paragraph">The University of Saint Louis Tuguegarao (USLT) held a Send-off Program for AFS student Yusuke Motegi, a Grade 12 Japanese student under the AFS Intercultural Programs, on May 26, 2026, at the Sacred Heart Boardroom.</p>



<hr class="wp-block-separator has-alpha-channel-opacity" />



<p class="wp-block-paragraph">Yusuke joined the Accountancy, Business, and Management (ABM) strand of the Basic Education School as a regular student beginning September 18, 2025. Throughout his stay, he was recognized for his courage in pursuing global education, his dedication to academic excellence, and his active role in promoting international friendship and cultural understanding within the school community.</p>

<p class="wp-block-paragraph">The program highlighted heartfelt messages from his foster families, the Combate and Zablan families, who expressed their gratitude and support and shared their reflections on Yusuke’s positive impact during his stay.</p>

<p class="wp-block-paragraph">The University of Saint Louis Tuguegarao–Basic Education School (USLT-BES) convened administrators, Department of Education (DepEd) representatives, Executive Family Council (EFC) representatives, faculty members, student leaders, and community stakeholders for a Multi-Stakeholder Consultation and a DepEd New Grading System Orientation on May 28, 2026, at the Bulwagang Teodulfo Domingo.</p>



<hr class="wp-block-separator has-alpha-channel-opacity" />



<p class="wp-block-paragraph">In the morning session, Mr. Juvenal Agustin, DepEd Region 2 Science Supervisor, served as speaker during the Multi-Stakeholder Consultation, which provided a venue for meaningful dialogue on school programs, initiatives, and the welfare of BES learners. Stakeholders actively shared insights and engaged in open communication, reinforcing shared responsibility in achieving common educational goals.</p>

<p class="wp-block-paragraph">In the afternoon, faculty members participated in the DepEd New Grading System Orientation to deepen their understanding of updated grading policies and assessment standards in basic education. The session featured Ms. Myrna Q. Adduru, Education Program Supervisor in Science, who discussed the implementation and significance of the revised grading system in promoting fair, accurate, and learner-centered assessment practices.</p>

<p class="wp-block-paragraph">An open forum followed, where faculty members raised relevant questions and shared classroom insights, demonstrating active engagement in applying the updated guidelines in instruction.</p>
