Through various activities, the summit highlighted the role of the Community Engagement and CICM Advocacies (CECA) in promoting meaningful service, volunteerism, and community involvement. During the morning session, Mr. Marlon T. Buena, LPT, faculty member of the Basic Education School, delivered the seminar talk “The Call to Serve: Faith, Compassion, and Volunteerism in Action.” His session emphasized the importance of faith, compassion, and volunteerism in serving others and responding to community needs.

For the afternoon session, Mr. Bryan Jun Allayban, PDO II, Regional Institutional Partnership and Development Officer of LGUs and 4Ps Management Officer, delivered the seminar talk “Beyond Outreach: Creating Sustainable Community Impact through Meaningful Engagement.” His discussion focused on creating lasting community impact through meaningful and sustainable engagement.

The afternoon session also featured the Kaibigan ng Kalikasan Program: Turning Cleanliness into a Culture of Care, led by Mr. John Mosel B. Bitonio, DBM. The session encouraged participants to view cleanliness and environmental care as shared responsibilities and to practice these values within the university and the wider community.

Also included in the program were the CECA Accomplishment Report, the presentation of the Action Plan, the community challenge, the innovation workshop and presentation, the community pledge, and the Kaibigan ng Kalikasan Program: Tuning Cleanliness into a Culture of Care. A ceremonial tree planting marked the conclusion of the summit.

The CECA Summit 2026 supports Sustainable Development Goal 4 (Quality Education) by providing learning experiences that develop participants’ understanding of service and community engagement. It also contributes to Sustainable Development Goal 17 (Partnerships for the Goals) by strengthening collaboration among members of the university community and partner institutions. Environmental activities further support Sustainable Development Goal 13 (Climate Action) by promoting environmental stewardship through tree planting and sustainable practices.

The program featured a Freshman Parade led by USLT freshmen, followed by a Freshman Runway featuring selected students. Adding excitement to the celebration, the freshmen took part in the Grand Production and a series of socio-cultural performances, including Vocal Solo, Girl Group, Boy Group, Streetdance, and Showdown.

The celebration concluded with the Awarding Ceremony, Closing Remarks, and Closing Prayer, followed by the Socialization Night. Through the activities, Freshmen Night 2026 gave the newest members of the USLT community a memorable start to their university journey.

The event supported Sustainable Development Goal 4 (Quality Education) by providing freshmen with opportunities to develop their talents, build friendships, and become part of a supportive school community. The session featured the CVHRDC: Proposal Packaging Training for ICT Application on Health, a capacity-building activity designed to help health researchers and institutions develop well-structured research and development proposals using information and communications technology (ICT).

Rev. Fr. Macwayne N. Maniwang, CICM, PhD, University President, warmly welcomed the participants, while Dr. Julius T. Capili, Executive Director of the Cagayan Valley Health Research and Development Consortium (CVHRDC), delivered the opening message.

Significantly, Dr. Arnel C. Fajardo, Professor of Isabela State University, facilitated the afternoon’s learning sessions. Participants explored the Digital Health Landscape and Emerging ICT Innovations in Healthcare (Session 1), From Health Problems to ICT-Based Research Opportunities (Session 2), and From Research Idea to Concept Proposal: Essential Elements of an ICT-Based Health Research Proposal (Session 3).

Additionally, the participants also took part in a workshop on Team Formation, Problem Identification, and Concept Ideation, where they began developing ICT-based research concepts addressing health-related concerns.

Overall, the training is designed to strengthen participants’ ability to develop research proposals that use ICT to respond to healthcare needs and contribute to the region’s health research and innovation efforts. The activity supports Sustainable Development Goal 3: Good Health and Well-Being and Sustainable Development Goal 17: Partnerships for the Goals by promoting ICT-based research and solutions that respond to healthcare needs while strengthening collaboration among government agencies, academic institutions, researchers, and other stakeholders.

The victory capped off weeks of rigorous training and disciplined preparation under the guidance of coaches Mr. Archie F. Turingan, MST, Ms. Jessa Niña C. Tagolino, MST, Mr. Ron Louis M. Cambri, LPT, and Mr. Jaylord S. Padilla, MST, alongside administrative support from the Basic Education School Supreme Learner Government (BES-SLG).

During the awarding, the team received medals, a recognition plaque, and a cash prize amounting to 20,000 pesos.

Organized by the Commission on Higher Education Regional Office II (CHEDRO2) in partnership with Cagayan State University (CSU), the gathering formed part of the ASEAN Philippines 2026 celebration and focused on strengthening regional cooperation, advancing quality assurance, and creating opportunities for deeper institutional and global engagement. These efforts reflected the growing importance of collaboration in fostering innovation, academic excellence, and a more connected higher education landscape.

Representing USLT were Rev. Fr. Macwayne N. Maniwang, CICM, Ph.D., University President; Luisa B. Aquino, Ed.D., Vice President for Academics; and Anjanette F. Batulan, Ph.D., Glocal Partnerships and Engagement Director.

A key highlight of the gathering was the keynote address, “Advancing ASEAN Higher Education Through Quality Assurance, Internationalization, and Academic Excellence,” delivered by Dr. Christine Nabor-Ferrer, Director IV and Director-in-Charge of the CHED International Affairs Service. Her presentation underscored the importance of quality assurance, internationalization, and academic excellence in positioning Philippine higher education institutions within the broader ASEAN community.

For USLT, the event also marked a significant step in expanding its institutional network through the Ceremonial Signing of the Memorandum of Understanding (MOU) on the implementation of the Building Resilience and Innovation in Developing Global Engagements (BRIDGE) Initiative and the “Adopt an Institution” Framework for Internationalization.

Under the framework, USLT adopted five partner institutions: Our Lady of the Pillar College, San Manuel; University of Perpetual Help System Laguna–Isabela Campus; Cagayan Valley Computer and Information Technology College; La Patria College; and Lyceum of Aparri. The initiative opens opportunities for participating institutions to work together in strengthening international engagement, sharing institutional expertise, developing collaborative initiatives, and building greater resilience and innovation in the face of an increasingly interconnected educational landscape.

The program further featured discussions on quality assurance and its role in strengthening higher education institutions. Fr. Ranhilio C. Aquino, University Legal Consultant of Cagayan State University, discussed “Understanding ASEAN University Network-Quality Assurance (AUN-QA): Framework, Principles, and Regional Relevance,” providing participants with insights into the regional quality assurance framework and its significance in advancing institutional quality and competitiveness.

Meanwhile, Ms. Pearl Via S. Coballes, RGC, RPm, Director of the Human Resource Development Office of Saint Mary’s University, presented “AUN-QA Membership and Its Benefits in the Quality Assurance of Higher Education,” highlighting the value of quality assurance networks and membership in supporting continuous institutional improvement.

The General Assembly brought together university leaders, faculty members, and students from across different countries for dialogue on the evolving role of Catholic higher education. Central to the discussions was the concept of human flourishing and the integral formation of the whole person, underscoring the role of education in shaping individuals and communities beyond academic achievement.

The theme resonated strongly with USLT’s mission of providing education grounded in faith, excellence, and service. Amid rapid developments in artificial intelligence and technology, globalization, social inequalities, and environmental challenges, the conference underscored the continuing need to place human dignity, ethical responsibility, solidarity, and holistic formation at the heart of education.

Representing USLT were Rev. Fr. Macwayne N. Maniwang, CICM, Ph.D., University President; Rev. Fr. John Mark D. Barroga, CICM, Vice President for Mission and Identity; Aldwin D. Tuliao, MBA, Prefect of Men and SSC Adviser; and Kyrus Deon C. Barroga, SSC President (BSMT-3).

On August 19, 2026, USLT signed Memoranda of Understanding (MOUs) with Saint Paul Institute, Cambodia; Christ University, Bangalore, India; and University Atma Jaya Yogyakarta, Yogyakarta, Indonesia. The MOUs aim to strengthen international academic collaboration through faculty and student exchanges, joint research and conferences, cultural and educational programs, skills and internship opportunities, study tours, and other initiatives that promote knowledge-sharing and global learning.

USLT’s participation also reflects its commitment to Sustainable Development Goal 4 (Quality Education) and SDG 17 (Partnerships for the Goals), reinforcing the University’s pursuit of education that inspires hope, fosters dialogue, and contributes to the flourishing of individuals and communities.
