The British Council is a UK-based organization that promotes cultural relations and educational opportunities. It is a proud co-owner of IELTS together with Cambridge English.

Mr. Mike Cabigon, Exams Business Development Manager, provided a comprehensive introduction of the British Council and its work in the Philippines and highlighted that the partnership includes IELTS testing services and can be expanded to the future accommodation of UK-based foreign students. He also elaborated on the key provisions of the agreement and the mutual benefits of the collaboration.

In response, Rev. Fr. Macwayne N. Maniwang, CICM, PhD, the university president, and Dr. Anjanette F. Batulan, the GPE Director, expressed gratitude and echoed the university’s appreciation. The partnership signifies a significant step towards expanding academic opportunities for Louisians and Overseas Filipino Workers, and reflects a shared dedication to quality education and a commitment to working together to ensure the successful implementation of the programs stipulated in the MOA. Through the formalization, the university anticipates various initiatives, including internship opportunities, student and faculty exchange programs, marketing and promotion collaborations, FA’s provision of International English Language Testing System (IELTS) training in the Philippines through USLT, and FA’s scheduled visit to the university during the first week of August 2025. One of the most significant outcomes of this collaboration is the offering of the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP). This CHED-recognized program provides an opportunity for our experienced and skilled OFWs to earn a college degree by recognizing their prior learning, work experience, and competencies.

The ceremonial signing gathered university presidents from various HEIs across Cagayan Valley, including University of Saint Louis Tuguegarao, Cagayan State University, Isabela State University, Saint Mary’s University, University of Cagayan Valley, Nueva Vizcaya State University, and Medical Colleges of Northern Philippines – International School of Asia and the Pacific, together with the internationalization focal persons from the different HEIs in region 02.

The ceremonial MOA signing is an affirmation of the different HEIs’ commitment to strengthening internationalization initiatives in the region. Representing USLT was Rev. Fr. Macwayne N.
